The year 2001 was the first full year for THDA to serve as the Section 8 Contract Administrator for 361 contracts and over 25,000 units of project-based Section 8 properties in Tennessee. Under the Annual Contributions Contract, THDA has responsibility for the following: conducting management and occupancy reviews; adjusting contract rents; processing HAP contract terminations or expirations; paying monthly vouchers from Section 8 owners; responding to health and safety issues; submitting Section 8 budgets, requisitions, and revisions; renewing HAP contracts; and following up on results of physical inspections of Section 8 projects. THDA is not required to perform physical inspections on the properties. HUD's Real Estate Assessment Center has this responsibility as well as performing reviews of annual audits and financial statements on each property. A working partnership with HUD is critical to the success of this program. On a monthly basis, specific HUD staff in Nashville, Knoxville, Atlanta, and Washington, DC monitor THDA's performance under the ACC; and each year, HUD conducts an annual review of the program. This "team" of HUD staff also provides technical assistance to THDA staff when needed. |
