Homelessness Prevention and Rapid Re-Housing (HPRP) Program
The Homelessness Prevention and Rapid Re-Housing Program (HPRP) is one time special funding to the states made available through the American Recovery and Reinvestment Act of 2009 (federal stimulus funds.)
HPRP provides housing stability services in Tennessee communities, primarily households of low and moderate income in rental housing. The State of Tennessee was allocated $13,467,433 for up to three years to provide financial assistance and services to either prevent individuals and families from becoming homeless or to help those who are experiencing homelessness to be quickly re-housed and stabilized. Local HUD Entitlement jurisdictions will receive separate HPRP funding directly from the Department of Housing and Urban Development (HUD) for this program as well.
THDA is required to pass these funds through to local governments and private non-profit entities to administer HPRP and provide local services. THDA selected sub-grantees and developed required program implementation materials following HUD approval of the state’s HPRP plan in July 2009. The program started October 1, 2009 and is anticipated to last two years based on available funds and need for services.
THDA allocated HPRP funds to the state's 10 Continuum of Care organizations based on an established HUD formula with additional data that reflects current Tennessee unemployment and change in unemployment data. Tennessee's Continuums cover all 95 counties; in this way THDA can ensure full state coverage for the program with equitable funding.
A Continuum of Care is a community-based, planning and service organization that addresses the needs of homeless persons in order to help them reach maximum self-sufficiency. The Continuum of Care is developed through collaboration with a broad cross section of the community and based on an assessment of local homeless needs and resources. The Continuum of Care is recommended by HUD as a comprehensive and strategic approach to addressing homelessness.
