It is the responsibility of the owner / agent to address resident health and safety concerns, as well as general management issues. THDA becomes involved when it appears the owner and / or agent are not fulfilling this responsibility. THDA staff will gather information, assess the situation, and follow up on each call, e-mail, fax or letter.
THDA does not process complaints in instances where:
- Legal proceedings have been initiated by either party
- Attorneys are involved
- The party is not on the lease, unless the individual has written power of attorney
- Disputes involving third parties
- Interpretation of local laws and ordinances are needed
